We’re delighted to announce that Emma Clayton-Jory has been appointed as Social Value Lead at Methods.
This strategic appointment strengthens our commitment to embedding social value across everything we do — ensuring that our work not only delivers outcomes for clients but also creates meaningful, measurable benefits for people, communities, and the environment.
Emma will continue in her role as Bid Manager, bringing together her expertise in public procurement and social value to help shape how Methods delivers impact in line with evolving legislation and client expectations.
Recent updates to the Procurement Act 2023 and the Social Value Model (PPN 002) represent a significant shift in how public contracts are awarded. Public authorities are now legally required to maximise public benefit — with social value commitments becoming contractually binding, tracked through KPIs, and integrated across the full contract lifecycle.
These changes present an opportunity for Methods to demonstrate our values in action — showing how we create long-term impact, not just through what we deliver, but how we deliver it.
A member of the Institute of Social Value (ISV) and a qualified Social Value Practitioner, Emma brings nearly 15 years of bid management experience across the public and private sectors.
She has been a passionate advocate for social value since the introduction of the Public Services (Social Value) Act 2012, contributing to national working groups such as the National Social Value Taskforce (NSVT) and the Association of Proposal Management Professionals (APMP) Social Value Group.
Emma’s career began in the NHS, where she developed service user and community engagement initiatives, before leading social value strategies across England, Wales, and Scotland.

Guiding our strategic response to the Procurement Act and Social Value Model updates
Ensuring our bids and projects deliver meaningful, measurable commitments aligned with client and community priorities
Strengthening relationships with community partners and stakeholders
Supporting delivery teams to embed social value throughout project lifecycles
Alongside this, Emma remains actively involved in sector initiatives, including:
The ISV Pathways Forum, designing accredited career pathways for social value professionals
The NSVT Community of Practice
The 93% Club, driving change in state education and opportunity
Mentoring programmes supporting young people from low social mobility backgrounds
